JOB TITLE : ESTIMATION MANAGER
PURPOSE OF JOB
- Provide overall direction and leadership & manage the workload of the Estimating Department in an efficient manner.
- Ensure that all bids are estimated and presented correctly and professionally in accordance with company`s policies and procedures
- To advise management on recommended pricing strategies
- Ensure that the security and confidentiality procedures for estimates are consistently enforced.
PRINCIPAL ACCOUNTABILITIES
- Ensure that costs are correctly estimated, and that risks are properly assessed for all proposals
- Participate in all Bid/No-Bid meetings, Commercial and Technical Reviews for all Invitations to Bid.
- Initiate and participate in Price Review meetings
- Update all Bid Proposals status and circulate to Management regularly.
- - Assist the Commercial Manager with budgetary pricing for all potential projects.
- Provide recommendations to the bidding structure, costing programs, number of estimators required per job and advise on any new techniques for estimating purposes.
- Supervise the detailed engineering manhour cost estimating function for civil, mechanical, electrical, instrumentation and communications works on Design Project solicitations inclusive of refinery; power plants and industrial facilities; water treatment facilities; pump and compressor stations; flow line, crude oil and gas pipelines; industrial/petrochemical piping systems; and fire protection & HVAC systems. Also :
- Supervise all material takes-offs and Bills of Materials for various forms of contract including unit rate, cost plus, lump sum and target/fee contracts.
KNOWLEDGE AND SKILLS
- Bachelor of Engineering (Mechanical).
- Experience as a site Quantity Surveyor, Cost Engineer or Contracts Administrator would be considered an asset.
- Extensive knowledge on engineering disciplines, construction tradesmen capabilities and equipment useage.
- Thorough understanding of Technical Submittals, Bid Proposal preparation, Risk Assesment with respect to Contracts, Variation preparation in Bidding and claims analysis will assist the candidate.
- Thorough understanding of Definitive Cost Estimating principles and Limits of Estimate Accuracy.
- At least 10-15 years prior Bid Management experience in a similar company.
- Beneficial to have knowledge of site construction from a Supervisory role on several of the following types of Construction works:
- Refinery,
- Gas plants,
- Storage Tanks,
- LNG plants,
- Power plants,
- Industrial facilities,
- Water treatment facilities,
- Fire protection & HVAC systems,
- Flowlines,
- Industrial piping systems,
- Petrochemical piping systems,
- Pump and Compressor stations,
- Tank Farms,
- Knowledge on Plant and Pipeline commissioning practices.
